To successfully enter the Egyptian market with IVD products, manufacturers need to understand the registration rules set by the Egyptian Drug Authority (EDA). This article summarizes the full IVD registration workflow and key considerations for selecting review pathways, for reference by export-oriented enterprises.

一、Core Workflow for Egyptian IVD Registration

The Egyptian Drug Authority (EDA) is the regulatory body for IVD products in Egypt. The entire registration process is closely linked, and each step affects the project timeline and costs.

(一)Classification Assessment
The first step of project initiation is to conduct separate classification assessments for reagents and analyzers in accordance with EDA regulatory requirements. The assessment result directly determines the subsequent licensing categorization and registration fee standard, forming the foundation of the whole registration project.

(二)Technical Assessment
After classification assessment, the enterprise submits the complete application dossier to EDA for the first time to launch the technical assessment. At this stage, a Bundling Decision will be generated: EDA reviewers determine whether products can be combined under a single "combined application" for unified registration, or split into separate projects with individual licenses. EDA reserves the right to require enterprises to apply for separate licenses for each product.

(三) import approval for samples
During registration, if samples need to be shipped to Egypt for EDA-mandated testing and performance evaluation, enterprises must apply in advance for import approval for samples. Without this permit, samples cannot clear customs.

(四)Complete Registration & License Add-on via Registered Entity
In Egypt, the applicant for imported medical device/IVD registration is not limited to a Scientific Office. Under current EDA rules, qualified importing companies (Agents/Distributors) or Scientific Offices can both submit product registrations. For imported products whose registration licenses have already been obtained by an Agent/Distributor, the registration license may later be transferred to a Scientific Office if meeting relevant EDA requirements.
二、Selection of Review Pathways

For EDA review procedures, suppliers can choose between the Fast Track and Regular Track based on product conditions and launch plans. The two pathways differ greatly in timeline, entry thresholds, documentation requirements and risk profiles.

(一)Fast Track (9–12 months)
The core logic of the Fast Track is to leverage mature overseas authoritative certifications. It is preferentially available for IVD products holding market certificates from the US, Canada, UK and European countries designated by EDA.
AdvantagesShorter overall timeline to capture market windows; streamlined review phases to reduce long-term labor costs.
Application Scenarios:Products with mature technology, complete overseas clinical data and QMS documentation; enterprises aiming for fast market access in Egypt.
Notes:EDA will verify the submitted overseas certificates and raw data. Possession of certificates does not guarantee eligibility for the Fast Track.

(二)Regular Track (12–18 months)
The Regular Track is EDA’s standard review pathway, applicable to IVD products without established EU/US certifications, highly innovative products, or items lacking overseas validation data for some test indicators.
Advantages:Relatively lenient entry requirements, no mandatory EU/US registration certificates; the primary route for innovative or niche diagnostic products entering Egypt.
Application Scenarios:New IVD reagents or analyzers with limited overseas clinical evidence; enterprises with a flexible launch schedule and sufficient buffer for supplementary documents and inquiries.
Notes:Deeper review scrutiny. EDA will examine technical files and performance verification materials page by page. More inquiries are expected compared with the Fast Track, leading to greater timeline volatility. Sufficient time buffer is required.

Important Reminder:The above timelines are industry estimates. Actual project duration is subject to dossier completeness, EDA official review scheduling, response efficiency for deficiency letters and bundling rulings. Enterprises are advised to prepare two alternative plans at project initiation to avoid disruptions to market rollout caused by pathway switches.
三、Practical Tips for Export Enterprises

  • In Egyptian IVD registration, reagents and analyzers require separate assessments. Plan product classification in advance to avoid extra costs and delays from late-stage application splitting.
  • Bundling applications are not at the enterprise’s discretion; EDA holds the final decision. Prepare alternative solutions at project kick-off.
  • Sample import permits and Scientific Office license add-ons are mandatory checkpoints often overlooked by Chinese manufacturers, which may stall projects.
  • Conduct upfront timeline planning and select either Fast Track or Regular Track based on expected product launch.
四、Conclusion

The North African market presents both opportunities and regulatory barriers. A clear understanding of EDA registration logic and thorough pre-assessment will help IVD products successfully launch in Egypt. For further inquiries, please contact Wiselink.
